Everyone may have 2 characters the 2nd character must be genin in which you (if u are jounin) or another jounin can train.
We wont need anymore kages each admin will make their own Npc and choose a village to be kage of you may fight this Npc for the village but you must be jounin or up.The npc does not have to accept your challenge.
Current kages may keep their village.
